Strategy Committee
The Strategy Committee of PEMB, chaired by Carlos Losada, Professor in Esade’s Department of Business Policy, is in charge of converting the proposals drawn up in the Strategic Metropolitan Plan for Barcelona – Vision 2020 into specific projects.
To organise the measures corresponding to each challenge, they are divided into six subcommittees consisting of a coordinator and members he or she designates, in agreement with the Chair of the Committee. Every sub-committee is linked to one of the challenges defined in PEMB – Vision 2020 and focuses its work on the proposals and lines of action defined in each challenge.
The subcommittees and their coordinators are:
- Sustainability: Sergi Ferrer-Salat, CEO of the Ferrer Grupo Internacional
- Presence in the World: Sénen Florensa, Secretary for Foreign Affairs, Government of Catalonia and Director General of the European Institute of the Mediterranean
- Emerging Economic Sectors: Montse Vendrell, CEO of BIOCAT
- Traditional Economic Sectors: Oriol Guixà, CEO of the La Farga Group
- Attraction of Talent: Francesc Fajula, Director General of the Banesto Foundation
- Interesting and United City: Jordi Tudela, Ex-Director of ProDep, Government of Catalonia’s programme for attention to dependent persons
The main objective of the PEMB’s Strategic Committee is “to initiate, coordinate, supervise and encourage the various specific committees to accomplish their role of introducing specific projects “. To achieve this the following action must be completed:
- Prioritise the projects to be developed based on the proposals of the Strategic Metropolitan Plan of Barcelona – Vision 2020.
- Propose and, if applicable, draw up specific projects that fall within the remit of each challenge in the new plan.
- Analyse and evaluate the proposals contained in each challenge.
- Establish priorities for implementing these proposals or measures.
- Turn each proposal into a specific project.
- Identify the public and private actors involved in their implementation.
- Identify obstacles to be overcome and benefits gained from applying the measures.
- Establish relevant contacts with actors with a view to the measure’s implementation.
- Write an annual report on the measures’ implementation.
- Set up progress indicators and a schedule with the milestones for each project.
The management team, consisting of the Committee Chair, the six subcommittee coordinators and other experts called upon by the Chair, meet on a regular basis to draw up the plan of work, coordinate the measures cleared by each sub-committee, establish a schedule of visits to suitable institutions with a view to implementing them, and evaluate progress in work under way.
