The Strategic Metropolitan Plan of Barcelona – Vision 2020, presented on 2 November 2010, is the result of the joint work of over 650 experts in different fields who have collaborated for more than a year to compose and shape a projection for the future.
The approval of PEMB 2020 coincided with the appearance of a new legislative framework: Act 31/2010 of 3 August, creating the Barcelona Metropolitan Area (AMB). The new law smooths the way for the Strategic Metropolitan Plan of Barcelona, opening the door to the creation of new metropolitan instruments for economic promotion and providing a model for public-private cooperation.
The vision of the Strategic Metropolitan Plan for Barcelona for 2020 consists of consolidating the AMB, with its model of quality social cohesion and integration, as one of the most attractive and influential European regions for innovative global talent. To make sure this vision comes about, the strategic proposal is structured around six challenges with five levers of change to deal with them.
Challenges:
- Sustainability and climate change. The AMB can become a sustainability benchmark for warm-climate cities and a world model for urban policies which prioritise energy efficiency and reduction of pollution.
- To make the AMB a benchmark in the new global framework: greater presence before leading global countries and capitality of the Mediterranean.
- Global leader in selected knowledge sectors. The AMB must promote existing and emerging sectors where they can lead the world: the creative industries, design and art, health and sport.
- Beyond ‘bio’ companies. The traditional sectors have considerable specific weight in the AMB’s economy and employment figures, but a new approach to competitiveness is needed to guarantee their viability and survival.
- To become one of the most attractive European regions for innovative talent.
- An interesting and socially balanced society: a social response to the crisis. Calling for actions in the fields of education, culture, public space, social housing, mobility, etc.
To tackle these challenges, the Plan has identified five levers to give substance to all the actions that cut across the common demands of all the economic sectors involved.
These levers of change are:
- A powerful university and education system to strengthen the position of excellency and transversal knowledge, a factor in attracting talent and fostering a closer relationship with productive and business sectors.
- A quick, reliable and business-friendly administration which which takes a pride in efficiency, smooths the way for economic activity, company creation and project development. An administration with light-weight paperwork guided by the presumption of the confidence of its citizens.
- A governance that applies innovative ideas when managing strategic projects and opts for public-private co-responsibility in its leadership.
- Future values which complement and fortify the base of current and traditional values, which will give new character to the city and its inhabitants.
- A wide knowledge of languages which will help internationalisation, attraction of talent and full incorporation into world markets. An international airport and the Barcelona brand.
